We Are BLOGGING
We are learning how to communicate via BLOGGING on the internet. We will continue to share regular updates by e-mail, but we will post more frequent audio and text messages through BLOGS & Podcasts. Charlie has been posting for about a month, and this is my first attempt to do so. You can read this update, and listen to my voice by going to http://www.mnasa.org and clicking on BLOG.
In another month or so, we will show you how to automatically have the podcasts downloaded right to 'itunes' on your computer. Next summer we will help those of you with an interest to begin communicating with your communities and staffs with this technology.

Nan Records is National Outstanding Administrator of Special Education
MASA Member Nan Records, Director of Special Education for the Sherburne - North Wright Cooperative, will receive the Council of Administrators of Special Education (CASE) 2006 Outstanding Administrator of Special Education Award tomorrow at the national conference of the Council for Exceptional Children in Salt Lake City. The national award recognizes individuals making significant professional contributions to leadership and field practice in the administration of programs for students with disabilities and/or who are gifted. Minnesota now boasts the distinction of having two national Outstanding Administrators. Bob Fischer received the award in 2002.

Necrology
MASA Past President Erling Johnson passed away this weekend. Erling was President of MASA from 1953-1955. He last served in the Anoka-Hennepin Schools. A memorial service will be held later this spring. We will keep you updated as to when that will occur.

Good Curriculum Aid-DVD on Indian Lands
Every once in awhile, we come across a learning aid that looks really good and is very cost effective. A DVD entitled "AMERICAN INDIAN HOMELANDS," and an accompanying Timeline Study Guide meets this criteria.
This 78 minute DVD highlights efforts to redress more than a century's worth of legal and political moves undermining Indian land ownership going back to the 1887 General Allotment Act. It is appropriate for High School History and Political Science classes and would also work well for accelerated MS students. It would also be a good addition to school libraries.
This DVD is hosted by Sam Donaldson and was produced by Barry ZeVan. This is Barry's 14th documentary, and 'yes', for those of you old enough to remember, Barry ZeVan was one of the early TV weathermen in Minnesota.

National School PR Conference Offers Scholarships for Superintendents
The National School Public Relations Association (NSPRA) Seminar is annually rated the best professional development opportunity for school communication professionals and other school leaders. This year's NSPRA Seminar is from July 9-12 in Chicago. Through a generous grant from Sodexho School Services, NSPRA is offering several scholarships for superintendents who are new to the NSPRA National Seminar or who haven't attended in the past three years. Highly Qualified Requirements State Plan
Last week the Minnesota Department of Education sent out Minnesota's plan for the Federal Highly Qualified Teacher Requirements. We have attached them for your information.
As a result of a Title II Monitoring Report issued by the United States Department of Education, the Minnesota Department of Education was required to revise the Minnesota State Plan for Federal "Highly Qualified" Teacher Requirements. The revisions have been made, Commissioner Seagren and the Attorney General's Office have approved the revisions, and the Department has met with stakeholder groups to communicate required changes. Revisions include information regarding:
The definition of "new" teachers to the profession;
"Highly qualified" requirements for elementary, middle and secondary school teachers (including special education and ESL) who are new to the profession; and
"Highly qualified" requirements for elementary school teachers who are not new to the profession.
Federal deadlines are specific and are quickly approaching. The Department will work with districts to collect "highly qualified" information for the 2005-2006 school year. More information regarding the specifics to data collection will be forthcoming.

Elementary Teachers Prior to 2001
Recently, the REVISED Minnesota State Plan for "Highly Qualified" Teacher Requirements was sent to numerous stakeholder groups and posted on the Minnesota Department of Education website. Revisions made were in accordance with the federal No Child Left Behind Act and the 2004 reauthorized Individuals with Disabilities Education Improvement Act and are based on a recent United States Department of Education Title II Monitoring Report.
The United States Department of Education Title II Monitoring Report requires elementary education teachers who were licensed prior to 2001 to evidence "highly qualified" requirements through HOUSSE or through the Praxis II content exam. In accordance with Minnesota Rule 8700.2900 (C) all elementary teachers licensed in Minnesota prior to 2001, whether prepared instate or out-of-state, were required to complete a minimum of one course in each of the following content areas: 1) language arts, 2) reading, 3) mathematics, 4) science, and 5) social studies. Consequently, every teacher who was granted a professional license in elementary education prior to 2001 has met the 50 point requirement in the Course Work category (F) on the HOUSSE application. Furthermore, if the teacher has accrued 5 years of teaching experience, he/she has met the 50 point requirement in the Teaching Experience category (C). As a result, he/she has successfully met "highly qualified" requirements.
If the individual has not taught for five years and thus needs additional points on the HOUSSE application, the Educator Licensing & Teacher Quality Division at the Minnesota Department of Education recommends identifying appropriate course work or professional development activities in accordance with Appendix D which may be used in the Professional Activities category (g).
A HOUSSE application with the correct language indicating successful completion of the course work requirement is attached for your convenience. Districts are recommended to attach transcripts if additional course work is used for the professional activities category (g) only and to keep in the appropriate district file. Documentation does not need to be sent to the Department of Education at this time.

Do You Know...
Americans Are Becoming More Educated
Between 1985 and 2003, the percentage of adults age 25 and older who had completed high school rose from 74% to 84%. During the same time span the proportion of adults who had attained at least a bachelor's degree increased from 19% to 27%.
According to 1999 data from the G8 countries-which include our main European economic competitors, along with Canada and Japan-the U.S. had the highest percentage of adults age 25 to 64 who had completed at least an upper secondary education. The U.S. also had the highest completion rate for a first university degree (J. Sherman et al, Comparative indicators of Education in the United States and other G8 Countries, NCES, 2003).

Do You Know...
More Students with Disabilities Are Being Educated in Regular Classrooms
The federal Individuals with Disabilities Education Act requires children with disabilities to be educated in the "least restrictive environment" and encourages them to be educated alongside other students in the regular classroom setting, with appropriate services and supports. When students with disabilities are included in regular classes with non-disabled students, they are often held to higher expectations for learning and have greater opportunities to study the same curriculum as their peers. Non-disabled children benefit too, by breaking down damaging stereotypes about people with disabilities and understanding how much all people have in common.
Between school years 1985-86 and 2003-04, the percentage of students with disabilities educated in regular classrooms with non-disabled students for most of the school day grew substantially, from 26% to 50%. The percentage of students with disabilities served in resource rooms or separate classrooms for most of the school day declined from 68% to 46% during this period. The percentage served in separate facilities-including separate public or private schools, residential facilities and hospitals-also decreased.
