Here’s the scoop for the week
DEED’s Resources for Earned Sick and Safe Time & Paid Family Leave Act:
Here is a link to information on the new Paid Family Leave Act. The act does not take effect until January 2026, but it will require a payroll deduction for a new tax shared by the employer and employee.
Here is a link to information about the Earned Sick and Safe Time Bill. This bill takes effect in January 2024. You should compare what benefits are in the bill to what you currently have in your contracts. It is likely you may offer better benefits, but not the reasons for which the sick leave can be taken.
Debt Ceiling Agreement and Education Funding:
In recent weeks, President Biden signed a debt ceiling agreement to avoid a default. In exchange for suspending the debt ceiling until January 2025, the bill includes spending caps for fiscal years 2024 and 2025, rescission of some COVID-19 funds, and other Republican priorities. The rescission of COVID-19 funds does not impact districts’ ESSER funds.
The spending cap for FY24, after certain adjustments, is roughly similar to FY23 levels. The cap for FY25 is the same but allows 1% growth. While caps on spending are never good, FY23 wasn’t a bad year for education funding. Now that levels have been set, the appropriations process can now begin. AASA will maintain our priorities of sustained investment in education formula funding.
There was a provision in the bill that if Congress does not pass full appropriations bills by January 2024, there would be another small cut to funding.
