Implementing the Results of the 2023 Legislative Session

MASA Lobbyist Valerie Dosland and I are beginning to compile a list of ideas for the MASA Legislative Committee to consider in December as the members develop the 2024 MASA Legislative Platform. We would be delighted to have your input to share with the committee!

Changes to Tier 4 Licensure

PELSB recently released a quick summary of changes to Tier 4 licensure. The summary also includes a link to legislative changes to tiered licensure in general.

Smishing
Not to be confused with phishing which attacks via email, smishing occurs through text message.

Watch for suspicious phishing emails and smishing text messages in order to be sure you don’t share your personal data with a bad actor!

DEED’s Resources for Earned Sick and Safe Time & Paid Family Leave Act:

Here is a link to information on the new Paid Family Leave Act. The act does not take effect until January 2026, but it will require a payroll deduction for a new tax shared by the employer and employee.

Here is a link to information about the Earned Sick and Safe Time Bill. This bill takes effect in January 2024. You should compare what benefits are in the bill to what you currently have in your contracts. It is likely you may offer better benefits, but not the reasons for which the sick leave can be taken.

Debt Ceiling Agreement and Education Funding:

In recent weeks, President Biden signed a debt ceiling agreement to avoid a default. In exchange for suspending the debt ceiling until January 2025, the bill includes spending caps for fiscal years 2024 and 2025, rescission of some COVID-19 funds, and other Republican priorities. The rescission of COVID-19 funds does not impact districts’ ESSER funds.

The spending cap for FY24, after certain adjustments, is roughly similar to FY23 levels. The cap for FY25 is the same but allows 1% growth. While caps on spending are never good, FY23 wasn’t a bad year for education funding. Now that levels have been set, the appropriations process can now begin. AASA will maintain our priorities of sustained investment in education formula funding.

There was a provision in the bill that if Congress does not pass full appropriations bills by January 2024, there would be another small cut to funding.

Number of Superintendent Openings to Date:

There have been 46 superintendent openings for the upcoming school year. That is the lowest we've had since 2018.

MASA EdTalks!

MASA is proud to introduce MASA EdTalks! Formerly known as the MASA Master Classes,  This name change reflects our commitment to inclusivity and equity as we acknowledge the historical connotations of racism, slavery, and sexism associated with the term "master." The new name also represents a shift toward dialogue, collaborative learning, and active participation in our virtual learning experiences. Recently MASA, MASBO, and MASPA hosted a webinar with Unemployment Insurance Director Jim Hegman. Following the webinar Chris Hoehn,Coordinator of the Minnesota Association of School Personnel Administrators and State Negotiators shared the following that I also have permission to share with you.

Highlights of the Webinar:

• • Employers do not determine an employee's eligibility for unemployment benefits.  Inform employees that https://uimn.org is the place to go if they have questions or want to apply.
    
    
  • Your offers for employment between terms should be specific to the individual and include duties, hours, rate of pay, and so on.  A sign-up sheet for summer work will not be sufficient. (See MSBA @ 21:27) ★

EdMN Guidance on Unemployment Insurance and Negotiations:

Here is a link to information EdMN has created for Education Support Professionals, ESPs on how to apply for unemployment insurance and what changes to an ESP’s schedule from the regular school year to summer work might qualify them for unemployment insurance.

“Bargaining Alerts” have also been provided to EdMN members. There are four different documents that might also be helpful for you as you enter into negotiations:
