Policies and Procedures for Alternative Lunches:

Last Friday, I heard from MASA members who said they didn’t need to make changes in light of the Attorney General’s opinion on alternative meals for students with overdue lunch accounts. On Monday, I heard from some members wondering if, even though students with outstanding account balances have full meal options, the school district is still in violation of the latest ruling. 

*This morning, (Tuesday, Nov. 22), MSBA sent out a “November 2022 Newsletter” with a discussion about the Attorney General’s opinion, MSBA Model policy 534 and a link to a  revised school meals model policy. I encourage you to review the revised policy.

It is important to ensure that your procedures and school board policies match. There are media reports that well over 100 school districts have policies that do not comply with the Attorney General’s recent opinion. Might you have changed procedures, but not school board policy, or vice versa? In my opinion, it’s worth the time to check and ensure your procedures and policies are reconciled.

*Related to the ruling, I asked Commissioner Mueller for clarification on the scenario below. Daron Korte, Assistant Commissioner, called me this afternoon and told me that the Attorney General’s opinion was specific to school lunch meals and does not necessarily address a la carte items. 

Scenario: A student with an overdue lunch account is allowed one of three full meal options provided by the school district. One of the options is the typical hot meal. Another option is pizza. A third option is a pack-and go style full lunch meal. The student takes the hot meal and also picks up some pre-packaged chips and bottled water. The nutrition staff tell the student chips and water do not comply with the student’s meal plan. Is this lunch shaming and in violation of the new ruling?

*MDE is working on a question-and-answer document related to the Attorney General’s opinion. Look for that information to come in the weeks ahead. 

As with all things, if you are unsure about your procedures and policy and if they comply with the Attorney General’s ruling, don’t hesitate to contact your school district legal counsel.

Robocalls:

It has been my practice to use the School Messenger/robocall system sparingly, which generally has meant 1-3 times annually. I hope this trend continues. 

If you didn’t get the robocall on Friday, November 18, you might want to check to see if your administrative assistant did. We have found that because administrative assistants often submit your membership paperwork to MASA (thank you, administrative assistants), their cell number, not yours, is listed. Don’t hesitate to contact me if your number needs updating.

Governor Walz and Lieutenant Governor Flanagan have opened the application process to fill vacancies for the leaders of the following cabinet agencies: 

  • Department of Education 
  • Department of Health 
  • Iron Range Resources and Rehabilitation 
  • Department of Labor and Industry
  • Department of Public Safety
  • Department of Revenue 

Individuals wishing to apply for positions in the Governor and Lieutenant Governor’s cabinet may contact [email protected] to request an application. Application materials are due by 4:00 pm on November 30 and should be addressed to Governor Tim Walz.

New Direction for the Walz Cabinet:

On November 16, we learned that four commissioners, Dr. Heather Mueller, Jan Malcolm, Jon Harrington, and Mark Phillips, would not seek reappointment to their positions in the Walz administration. There will be an application process for these four openings and two others in the cabinet. 

Should you be interested in applying for any of these positions, please note the application closes on November 30. Applicants interested in applying can email [email protected] to request an application or call 651-201-3400 with questions.

In meeting with Education Commissioner Mueller prior to the public announcement of her decision to not return to her position, I had the opportunity to thank her for her dedicated and steady service as commissioner. Dr. Mueller was accessible, listened and actively engaged with our school leaders across the state. I wished her well on behalf of MASA and I am certain she would appreciate hearing from you if you are so inclined. You can send your farewell remarks to [email protected]. Dr. Mueller shared that the current cabinet at MDE will stay in place and once a new commissioner is named, that person can make changes if desired.

I also contacted Commissioner Malcolm who served as Commissioner of Health and expressed our gratitude for her leadership. I had the pleasure of serving on Commissioner Malcolm’s COVID Advisory Council and found her to be thoughtful, responsive, willing to make really difficult decisions, and focused on the well being of all. MASA Legislative Committee Seeks your Input:

Under the leadership of MASA members Kim Hiel, Jason Berg, Vern Capelle, Jeremy Kovash, Anthony Padrnos, and Paul Drange robust discussion is ongoing about what should be included in the platform and the advocacy strategies that should be employed. These leaders will reconvene the Legislative Committee on November 22 and draft the platform which will be submitted to the Board of Directors on December 7 for consideration.

American Education Week (November 13-19):

Every year, American Education Week is held the week before Thanksgiving. What a wonderful opportunity for us to express our gratitude to those who have chosen to teach, to work with a child, to drive a school bus or serve a meal. It's also a great opportunity for me to express the gratitude we have here at MASA for the work of our school leaders. As we know, it is a challenging time to be a school leader. We are grateful for your insight, your ability to collaborate and problem solve, and your willingness to show up each day to do your best to ensure every child receives the best we can offer them every day.

This award recognizes the state unit that sponsors a variety of awards at the state, national or international level.

Thank you South Plains Cooperative Director Sarah Mittlestadt for the Facebook shoutout to MASE and congratulations to our MASE colleagues!  We are delighted you received yet another award from the Council of Administrators of Special Education-your second in three years!  WOW!

The Results are In…Well Most of Them!

Now we begin to build relationships with our new school board members and representatives at the state and national level. Please reach out soon if you haven’t already! We need to ensure they know and believe we have an exceptional public education system in place worth protecting and fully funding, and that you are skilled leaders with the children at the heart of  your why.

To the school leaders whose districts prevailed in levy attempts, we congratulate you. To those who did not prevail, our hearts and minds are with you. You have laid the foundation for a possible next attempt, and no matter how much effort is involved will keep the kids at the focus of all your next steps.
